RMADO

RMADO’s objective is to increase the Riverina/Murray regions day options service capacity through existing service providers of day programs, strengthening links to the broader community and facilitating other service providers and communities to develop day options for service users with a disability.

RMADO uses a creative, flexible case management approach which incorporates the concept of providing funding for particular, identified individuals on the basis of an individual assessment procedure. This process assists people to determine their own needs and to identify the informal and formal support systems that will make a difference to their lives.

FEATURES:
- Focus on the individual
- Personal centred planning which considers people’s skills, interests and choices.
- The needs and interests of people with disabilities will be at the centre of decision making about service outcomes.
- Development of strong linkages and access to local support and programs within their own community.
- Performance based with clear accountability requirements for agreed outcomes to the individual from service providers.
- Ability to shift the focus of services based on personal needs.
- Families and carers will be supported by the service system.

TARGET GROUP
The target group is young people who have left school and adults with disabilities who do not currently have opportunities or access to employment or employment assistance and/or do not have any access to day services.

ELIGIBILITY
The first criterion that is applied in considering whether to provide support and assistance to a person with a disability will be the level of the need of the person for that service and whether there are other opportunities available in the broader community or through a relevant service agency to assist in a useful or meaningful way.

PRIORITY OF ACCESS
- People with disabilities, or their carers, who are on an income so low as to affect the quality of care and quality of life possible for both the person with a disability and their carer;
- People with a disability who demonstrate a lack of social support (eg: from families/friends);
- People with a disability who have a single carer;
- People with a disability who have a carer(s) who are either aged or in chronic poor health.

WHO IS NOT ELIGIBLE
- A person with a disability who is in receipt of a compensation payment intended to enable them to purchase required support services are not eligible for funding from RMADO.
- A person whose place of residence is outside of the State of NSW is not eligible for funding.

PURCHASE OF SERVICES
Service providers will receive funding under an agreement for the provision of support for specified individuals on the basis of the identification of each individual’s level of need for particular service(s).

Funding will be provided in advance to organisations who sign an agreement with RMADO to provide services to a service user.

A service user may transfer between or to other services in the targeted local government areas.

Transfer arrangements are a matter for negotiation between the RMADO Manager, the service user/family and the service providers.

REVIEW AND EVALUATION
Review and evaluation process has been built into the RMADO service to evaluate the service provision and service user outcomes.

A site visit will be conducted for each service which becomes registered with RMADO.

For each service user, an Individual Program Plan will be conducted. The people involved will be the service user and any key players that have been identified (family member, advocate, guardian, close friend, service provider). The individual Program plan will identify the service users goals, interests and support needs. Strategies will then be developed to enable the service user’s needs to be met.

Once a service has been purchased a review date will be set to see if outcomes set out are achievable, whether the service user is satisfied with the service being provided. This will be conducted at approximately eight weeks. The next review will depend on the length of service being provided otherwise six monthly reviews will be conducted. The IPP will be redeveloped every twelve months.

This will allow RMADO to monitor the outcomes of each individual service user and the service provision they are receiving.
